KENOSHA RESIDENTS DESERVE TRANSPARENCY AND DETAILS
There is no local, state, or federal timeline requiring the IGAs to be fast-tracked. This process has been cloaked in a cloud of secrecy and deception- and now City and County officials are rushing to approve Intergovernmental Agreements without time to fully understand and discuss this secretly negotiated deal. Below are a few of the concerns deserving a full and open public debate.
- Both the City and the County’s IGAs lack detail and contain several “TBD” (to be determined) placeholders.
- The Menominee Tribe and their attorney have publicly stated multiple times that the traffic studies and economic/market studies are in the process of being finalized. These include important details that will impact Kenosha residents. Both the City and the County should delay action on the casino until these studies are published, and experts have provided necessary recommendations to be included in the IGAs.
- Both Kenosha City and County IGAs lack any details about what the Tribes are proposing to build – no internal or external renderings, no landscaping details. It’s just a box of 1,500 slots with 150 rooms and a 2,000 space parking lot. There is no mention of a hotel, music venue or Hard Rock restaurant. Even Edward Tracy, CEO of Hard Rock Asia, admitted that Hard Rock probably won’t build a Hard Rock Live and music venue in Kenosha (start 4:3:30 to 4:6:08).
- The IGA’s only include the Menominee Tribe even though the Seminole Tribe of Florida is the driving force and managing partner in the casino plan.
Contact your City and County elected representatives and ask them to at minimum slow down until all of the details are known and issues are mitigated. Please consider attending Common Council and County Board Meetings to share your concerns.

We, the undersigned eligible voters of Kenosha County, strongly urge Kenosha Common Council Members, County Board Supervisors, and County Executive Samantha Kerkman to, at minimum, indefinitely table the Kenosha Casino Intergovernmental Agreements (IGAs) until the details on what exactly is being proposed are known, the traffic and market/environmental studies are completed, the governing entities are clarified, the public has had an opportunity to weigh in with their concerns, and the IGAs are updated to include critical information that protects all parties involved.
At best, we strongly encourage the aforementioned to reject the casino altogether. Vice industries are not good for development. Kenosha County is one of the most prosperous counties in Wisconsin. The prosperity Kenoshans now enjoy is due to the deliberate effort to attract good economic development, such as Uline and Nosco corporate headquarters, and landing large new distribution and production facilities like Amazon and HARIBO.
We urge our local elected officials to protect Kenosha and not make a bad bet on our future. Delay the IGAs and reject the casino. Kenoshans deserve better.
